To get motion blur in the background, simply go with a slow shutter speed like 1/60 and then track with the object that is moving. If you want just the part that is moving to have the motion blur put your camera on a tripod and shoot at the same slow shutter speed and then just the object moving will be blurred, not the background. Make sense??
